29, 2002 Frank Alix, Chairman and CEO of Powerspan
Corp., testified before the U.S. Senate Subcommittee on Clean
Air, Wetlands, and Climate Change today. The subcommittee, chaired
by Senator Joseph Lieberman, heard testimony on compliance options
for electric power generators to meet new air pollution limits
proposed in Senate Bill 556, the Clean Power Act of 2001.
Alix testified on Powerspan's
ECO technology, a multi-pollutant control process that reduces
emissions of sulfur dioxide, nitrogen oxides, mercury, and fine
particulate matter from coal-fired power plants. ECO, or Electro-Catalytic
Oxidation, is an integrated system that takes the place of separate
single-pollutant control processes such as flue gas desulfurization
(FGD) and selective catalytic reduction (SCR).
"Congress clearly acknowledges
the significant role that technology can play in improving our
environment while still increasing our energy supply," Alix
said. "By implementing a multi-pollutant approach, Congress
can provide certainty to both the electric generating industry
and the environmental technology community to ensure the deployment
of the most advanced, cost-effective pollution control technologies."
The Clean Power Act, as proposed,
will cut power plant emissions of sulfur dioxide, nitrogen oxides,
carbon dioxide, and mercury. In addition, it will eliminate "grandfather"
exemptions for older plants, and allow power generators to use
emissions trading to comply with the reduction requirements.
