Assistant Project Manager (Levels I, II, III)

We are currently looking for Assistant Project Managers (Levels I, II, III) based in our Portsmouth, NH facility.  The Assistant Project Manager is responsible for the successful integration of Scope, Schedule and Budget for a selected portion of a Powerspan industrial emissions control equipment project.  Project Engineer’s activities are biased toward Technical Integration activities and Customer/Site related issues, however, Candidate will also be required to integrate the commercial aspects of the Project or assigned portion of the Project.  Candidate will represent the company in the Project Manager’s absence or as directed and be responsible for Customer relations.  The Project Engineer III will assist the Project Manager in all aspects of the project and may take full lead responsibility for selected portions of the project as designated by the Project Manager. 

Primary responsibilities include:

  • Works with Project Manager and team to develop the Project Charter and Execution Plan. As part of that team, accepts full responsibility to achieve project success. 
  • Reviews and approves project budgets, schedules and work plans within Project Subset, and assists Project Manager with overall project budgets, schedules and work plans. 
  • In support of Project Manager, conducts project risk assessments and ensures adequate risk mitigation plans are in place. 
  • Prepares technical and commercial reports for Project Manager and, at the direction of the Project Manager, presents reports to senior management and customer. 
  • Coordinates with external subcontractors and internal project participants to meet contract requirements of scope, schedule and budget. 
  • Works closely with, and provides technical direction to, company engineers and key vendors assigned to execute project design activities.  Individual will be responsible to assign tasks and track progress against milestones and delivery dates.  This individual should possess sufficient engineering knowledge to understand technical problems. 
  • May be assigned as a technical lead to a key design area or to the overall project design team.  In this role, the individual will be asked to review engineering designs, commercial specifications, and other design documentation to ensure it complies with project guidelines and customer contract requirements. 
  • Approves project expenditures and invoicing at the direction of the Project Manager. 
  • Work with Company Project Controls to maintain and control project schedule. 
  • Assures that company project procedures and requirements are followed. 
  • Management of document control system to determine the status of all technical deliverables at any time and to ensure that all Project Technical Deliverables are delivered per contract specifications and within budget and schedule. 
  • Monitors and applies corrective actions to quality issues in accordance with company and contract requirements. 
  • Responsible for overseeing the internal development and publication of the Project Operations and Maintenance Manuals. 
  • Responsible for overseeing the internal development of the Project Startup and Commissioning Manuals. 
  • Responsible for overseeing the response to all Construction and Startup Field RFIs from customer or internal personnel in Subcontractor Bid package preparation, negotiation, and selection.

Other:

Position performance is evaluated on the effectiveness of the execution of the assigned project area within the Project Team.  General management, personal initiative, teaming, and cooperation skills will be evaluated in the overall combination taken to bring in the project on time, within budget, and in accordance with the contract requirements.  Management will evaluate the quality, thoroughness, and efficiency with which assigned tasks are completed.

Project Engineer I:  performs above tasks with substantial supervision. 

Project Engineer II:  performs above tasks with supervision, although many tasks are done independently. 

Project Engineer III (APM):  performs above tasks autonomously and relies on experience/judgment to attain goals and complete assignments.  Position is additionally the final developmental position in promotion to Project Manager.  The PE III may be assigned to assist and back up Project Manager as Assistant Project Manager. 

Required Background:

  • To fill this position as an Engineer requires an Engineering Degree from an accredited college or university, and 5 years of experience for PE I, 7 years for PE II, and 10 years experience for PE II/APM.
  • Power industry experience is preferred with specific knowledge of solid fuel fired Boilers and Air Quality Control Systems.
  • An advanced degree (Technical or Business) may be required for Assistant Project Manager responsibilities.
  • Proficient in MS Office.
